Why KCR is talking about dogs and tails?

Telangana CM KCR has been talking about dogs and tails to express his ire at government employees.

KCR is angry at the government employees especially revenue staff for planning to go on strike if he abolishes revenue department or VRO system in Telangana.

KCR is arguing that employees duty is to follow the orders of the owner (government) and they cannot dictate government what to do.

KCR says whatever government orders, the employees have to obey and there is no other option.

In this backdrop KCR is talking about dogs and tails saying that "Dog should move the tail and tail should not move the dog".

KCR is comparing government with a dog and employees with a tail.

So far so good, but KCR should realise that if the same dog and tail policy was adopted by CMs in Undivided AP, could the Telangana employees were able to fight for Telangana state, go on strike, participate in Sakula Janalu Samme for over 40 days and stop RTC buses completely for 40 days.

KCR himself praised the role of Telangana employees in statehood agitation and gave them Telangana special increment after Telangana state was formed and he became CM in 2014.

Now, if the employees want to go on strike against the dictatorial attitude of CM, KCR is threatening them with dog and tail stories.

KCR had earlier said its the right of employees to protest and fight for their cause.

But KCR now doesn't like employees to fight against him and he wants them to  simily obey his orders or face ouster.
