Telangana Chief Minister Revanth Reddy has repeatedly denied claims that the Congress high command is stopping the cabinet expansion.

It is reported that party president Mallikarjun Kharge has been informing party leaders that the high command had already given the green light for the cabinet expansion, and that it is Revanth Reddy who is delaying the process. This has led to growing dissatisfaction with Revanth's leadership.
Many aspirants who were hopeful of securing ministerial posts are now making frequent trips to Delhi to meet with Kharge.
As a result, it appears that Revanth may be compelled to proceed with the cabinet expansion before Diwali.
