
To date, the Andhra Pradesh government has only managed to acquire 10000 acres out of the proposed 38000 acres for its new capital under the land pooling scheme.
The government is not keen on extending the deadline as the farmers are unlikely to change their stance. The only option left then is to invoke the ‘Land Acquisition Act’. However, this could turn out to be a move that would boomerang on the government for the following reasons: if the Govt invokes the acquisition act, then it will have to justify that the capital construction is for public purpose. This can easily be challenged in court.
Similarly, under the new land acquisition act, land acquisition and rehabilitation and resettlement are a single activity and land cannot be acquired by paying compensation and without taking care of rehabilitation and resettlement.
Also, if a farmer is not satisfied with the compensation given to him, then he can challenge the decision in a court of law.
All these factors put together clearly indicate that Naidu is in for one heck of a time as far as his new capital dreams are concerned.
