Three capitals' bill this budget session itself?

The Y S Jagan Mohan Reddy government in Andhra Pradesh is most likely to introduce the revised bills on the formation of three capitals for the state in the ensuing budget session of the state assembly.

According to reports in a section of media, the government has already finalised the draft bill on decentralisation of administration and inclusive development of the state after correcting the legal loopholes in the previous bills.

“It is being vetted by the law department and is under thorough scrutiny of the legal experts. The final touches are being given to the draft bill. It would be approved by the state cabinet shortly and would be introduced in the budget session of the state assembly,” the reports said.

In all probability, the Jagan government might begin the budget session in the first week of March, preferably on March 4.

“He wants to commence the new capital with effect from Ugadi festival on April 2, while simultaneously forming the 13 new districts in the state,” the media reports said.

The state high court on February 4 completed the hearing on the petitions of the Amaravati farmers opposing the three capitals formation and reserved its judgement.

The state government firmly argued that since it had withdrawn the earlier legislations, all the petitions opposing the same would become invalid and hence, they should be dismissed.

Since the YSRC now has complete majority in the state legislative council, it can get the three capitals’ bill passed without any hassles.

The assembly session would be held only for 10 working days and since TDP president N Chandrababu Naidu won’t be attending the session, the YSRC will have little nuisance in the House.
