Telangana, AP Fight Over 50 Institutions

As per states reorganization committee's directives, Hyderabad will be the common capital for a decade and accordingly, the education opportunities for all students must be equal in the next 10 years.

But both Telangana and Andhra Pradesh are trying to interpret the ruling according to their convenience.

In fact, some prominent people in Telangana are looking at taking over the Intermediate Board and Higher Education Board completely and they intend to provide services to Andhra Pradesh through these bodies by charging an extra fee.

While the Telangana government criticized Andhra Pradesh government over electricity PPAs, the Andhra Pradesh government is now criticizing Telangana for trying to take over the education boards.

Right now, there are 50 such organizations over which both the states don’t see eye to eye.

Incidentally, the institutions and properties that are listed in the ninth schedule of the states reorganization bill pose no problem as everything is clearly mentioned and they are to be equally shared by both the states. However, in the tenth schedule, it has been mentioned that the institutions in the list must be shared equally after the conditions are approved by both the states.

Naturally, it has become a bone of contention for both states as a majority of the properties listed are located in Telangana and more specifically in Hyderabad. So, the Telangana government is assuming that they belong to Telangana.

Apparently, some officials have indicated to the government that the Bill hasn’t mentioned anything about sharing of properties and that they can now levy special charges on AP to use the services of the institutions. They suggested that such charges will be applicable till Andhra Pradesh establishes its own institutions.

But now, the big question is will AP agree to this condition? The AP government on the other hand insists that they have equal rights on the institutions as per the tenth schedule.

It would be best if the Centre intervenes and takes a firm decision. Else, it could become a pain point for Andhra Pradesh people.
