'Rayala Telangana' Only To Arm-Twist KCR

The sudden talk about "Rayala Telangana" State is said to be part of a carefully-crafted strategy by the UPA leadership to rein in the Telangana Rashtra Samithi (TRS) chief K Chandrasekhar Rao. 

By using Rayala Telangana as a pressure tactic, the Congress wants to get KCR to agree to the central control over Hyderabad. 

After bifurcation, Hyderabad will be the common capital for Telangana and the residuary Andhra Pradesh and its control will be in the hands of the Centre. 

The UPA leadership is working out a formula by which the key subjects like law and order, revenue and land management of Hyderabad will be under the control of the union government through its representative, the Governor.

Since Seemandhra leaders have major business interests and own vast stretch of lands in and around Hyderabad, the Centre does not want to leave the issue of safety and security for Seemandhra people settled in Hyderabad in the hands of the new Telangana state.

The TRS and its important leaders have been waiting in the wings to take complete control over Hyderabad, particularly the valuable real estate of the city. 

In order to rein in KCR, the Congress central leaders have floated a "test balloon" in the form of Rayala Telangana idea to gauge the public reaction.

The ruling party also wants to see how far  KCR can go in opposing the proposal.

Once he is made to accept the central control over Hyderabad, the Rayala Telangana idea will be dropped and the Union Cabinet will endorse the original proposal mooted by the Congress Working Committee in favour of Telangana state with ten districts. 

KCR will also come under pressure to merge his party with the Congress.
