Naidu Changes Definition Of White Paper!

Telugu Desam Party president and Andhra Pradesh chief minister N Chandrababu Naidu appears to have changed the definition of White Paper to suit his political needs.

From Sunday, Naidu has started releasing a series of “white papers” on various issues.

He began with the release of a white paper on the implementation of AP Reorganisation Act, 2014, in which he blamed Modi for not delivering the promises made to the state.

White paper is actually a policy document of the government, seeking to present various programmes and policies taken up by it and the status of their implementation.

It has to be placed before the people to inform them about what the government had done during its term and what it is going to do in the coming days.

Publishing a white paper tests public opinion on controversial policy issues and helps the government gauge its probable impact.

But instead of explaining the status of implementation of his government’s policies and programmes through white papers, Naidu is using them to throw blame on others to cover up his non-performance.

He said the BJP government had not even respected the Constitution of India and Prime Minister Narendra Modi had shown an empty hand to the state government.

"We thought that the PM would grant funds for the development of Amaravati when he took part in the bhoomi puja," asserted Naidu. 

He also said the Centre has not released the money spent by state government in Polavaram.

Naidu further continued that the government allotted lands for all institutions and constructed compound walls.

"A total of Rs 12,000 crore need to be released on revenue deficit gap funding," the chief minister said.
