Jagan to re-introduce three capitals bill?

If YSR Congress party president and Andhra Pradesh chief minister Y S Jagan Mohan Reddy has his way, his government is all set to reintroduce the controversial legislation on the formation of three capitals for a decentralised administration.

According to sources, the Jagan government is likely to conduct the monsoon session of the state assembly and council from September 19, which is expected to be held for a week.

The schedule and the agenda are likely to be finalised at the state cabinet meeting to be held on September 7.

In fact, the assembly session was originally planned last month itself, but was postponed apparently because of the delay in finalising the three capitals bill and some other reasons.

Apparently, the chief minister was waiting till the completion of the term of former chief justice of India N V Ramana, who Jagan thought was the stumbling block in the formation of three capitals. If the three capitals bill would be passed, it would have been challenged by the Supreme Court.

Now that there are no such hurdles, Jagan wants to get the bill passed in the state assembly afresh by removing whatever loopholes it had in the previous act, which was withdrawn in November last.

If Jagan has such an intention to reintroduce the three capitals bill, it would definitely come up before the state cabinet meeting on September 7.

The assembly session is likely to end before September 24 or 25, because of the commencement of Dasara Navaratri festivities.

If the bills are passed, the Jagan government will make the first move to shift the executive capital to Visakhapatnam by Dasara, much before the bills are challenged in the court of law again!
