
The Andhra Pradesh Governor E S L narasimhan has been summoned to Delhi for discussions with the UPA leadership on the state's bifurcation issue. He will be leaving for the national capital on Monday and during his four day stay there he would also meet the President Pranab Mukherjee.
The constitutional procedure to be followed for carving out Telangana state would be the focus of discussions that the Governor will have with the central leaders including the President.
The main question engaging the attention of the political circles is what would happen if the draft Telangana bill is defeated by the State Assembly, given the majority of the Seemandhra members.
And, cutting across party lines, the Seemandhra members are determined to defeat the bill to send across a strong message to the Centre that a majority of the people in the state are opposed to the division.
However, there is an argument in some circles that no voting is required on the draft bill and only the opinion of individual members would be conveyed to the Centre.
The opinion or modifications to the bills suggested by the Assembly is not binding on the Centre as Parliament alone has the powers to create new states.
In view of the open defiance by the Chief Minister N Kiran Kumar Reddy on the bifurcation issue, the UPA leadership is keen on taking the help of the Governor to ensure smooth completion of the process to divide the state.
