The Congress and BJP seemed to have come to a tacit understanding for the smooth passage of the A. P. Reorganization Bill in the Rajya Sabha by providing certain financial concessions to safeguard the interests of Seemandhra.
The BJP, though supports the Telangana bill, was apprehensive that the Congress party would leave lot of loopholes in the bill which might create troubles to the NDA, if it came to power after the coming elections.
So, it tried to put as many conditions as possible to see that the Congress would not be able to reject them as it is hell bent on passing the bill.
The Congress expected that the BJP would press for taking up its amendments clause by clause and insist for voting which might result in the Bill being sent back to the Lok Sabha.
Hence even before the Bill could be tabled in the Upper House, the Congress began a damage control exercise holding consultations with the top brass of the BJP in Rajya Sabha.
Prime Minister Manmohan Singh personally intervened in the issue and began consultations with the BJP leaders even as the Raja Sabha was in session.
Thus the deal stuck between the Congress and the BJP has ensured that all hurdles in the passage of the bill are cleared in the Upper House.
