YSR Congress party general secretary and parliamentary party leader V Vijay Sai Reddy might be new to parliamentary activities, but he has proved to be a best performer insofar as raising the issues of the state in Rajya Sabha is concerned.
According to an official bulletin from Rajya Sabha, Sai Reddy had the best participation in the House with nine opportunities including a Zero Hour mention, Special Mention, 5 supplementary questions, one Starred Question and four supplementary questions to Starred Questions, besides participation in the debates on Motion of Thanks to the President and General Budget.
Among others, P L Punia, Husain Dalwai, M K Jha, Amar Patnaik, Ravi Prakash Verma, Dr Ashok Bajpai and Amar Shankar Sable got five opportunities each, the bulletin said.
In all, Rajya Sabha has clocked 96 per cent of productivity during first phase of Budget Session with 155 members (69%) speaking in the House under various instruments like Zero Hour, Special Mentions, discussion on Motion of Thanks to the President's Address, debate on General Budget for 2020-21 and on the Private Members' Bills.
During the nine scheduled sittings, the House functioned for a total of 38 Hours 30 Minutes as against the scheduled available time of 41 Hours 10 Minutes.
While the House lost 5 Hours 32 Minutes on February 3 due to disruptions and forced adjournments, the Members sat for three hours and 56 minutes beyond the scheduled time resulting in a net loss of just 1 hr 36 minutes of the scheduled time of the House.
A total of 323 interventions, Zero Hour and Special Mentions were made by 155 Members, of which 83 have got two or more opportunities to participate in the proceedings of the House.
