Tender conditions have been prescribed in such a manner that the contract goes only to a company, which is a benami company of Lagadapati.
Normally, in these kind of works, Joint Ventures are not allowed but for the sake of Lagadapati, this has been relaxed to enable benami company enter into JV with another Naidu's coterie company and do works.
