If speculations doing rounds in the media circles are to be believed, the YSR Congress party government in Andhra Pradesh headed by chief minister Y S Jagan Mohan Reddy is planning to do away with the Andhra Pradesh Capital Region Development Authority (APCRDA) completely.
According to these speculations, the Jagan government is planning to promulgate an ordinance soon, seeking to abolish the APCRDA. Accordingly, the APCRDA Act, 2014 would be scrapped.
The APCRDA was formed in December 2014 through an act passed in the state assembly to take up development of capital city at Amaravati.
All the works pertaining to the capital city, including drawing of master plan, signing of agreement with developers, laying of roads and development of other infrastructure had been done by the APCRDA.
Now that the Jagan government has decided to create three capital cities with main capital comprising the Secretariat and other government offices, high court bench and facilities to hold summer session of the state assembly coming up at Visakhapatnam, the relevance of APCRDA has been completely lost.
Instead, Jagan might establish regional development councils that would look into development of capital cities in three places.
The Amaravati capital region would be brought under Mangalagiri municipal corporation and all the ongoing and pending works would be handed over to it.
Perhaps, that was the reason why Jagan has not appointed anybody as the chairman of APCRDA, though it was speculated that Mangalagiri MLA Alla Ramakrishna Reddy would be made the APCRDA chairman initially.
It clearly showed Jagan had a long-term plan to shift the capital from Amaravati!
