CID custodial torture: RRR files case against Jagan

As expected, former Narsapuram MP and presently Telugu Desam Party legislator from Undi assembly constituency Kanumuru Raghu Ramakrishnam Raju has filed a criminal case against senior IPS officer and former Crime Investigation Department chief P V Sunil Kumar, alleging custodial torture of him in May 2021 in connection with a sedition case.

Apart from Sunil Kumar, Raju also implicated YSR Congress party president and former chief minister Y S Jagan Mohan Reddy alleging that it was at the latter’s behest that the CID police had tortured him.

The Nagarapalem police in Guntur district registered a case under Section 120B, 166, 167, 197, 307, 326, 465 and 508 (34) of the Indian Penal Code against Sunil Kumar and others.

While Sunil Kumar was named as Accused No. 1 (A-1), another IPS officer P S R Anjaneyulu, who was then intelligence chief, was named as A-2, Jagan as A-3 and then Addnl Superintendent of Police in CID R Vijaya Paul as A-4. Former Guntur General Hospital Superintendent Dr Prabhavati was named as A-5.

Raju alleged that he was subjected to the third-degree torture when he was in the custody of the AP-CID. He said a false case was foisted upon him by the AP-CID as a part of “a criminal conspiracy.”

In his complaint, he said he was arrested without due process on May 14, 2021 including the absence of a medical examination or adherence to proper legal procedures. He alleged that Jagan and the top police officials tried to kill him in custody.

He alleged that during his detention at the AP-CID office in Mangalagiri, he was subjected to physical abuse including being beaten up with a rubber belt and lathi. He said an attempt was made to “suffocate him by sitting on his chest”.

“I firmly believe it was an attempt to murder me,” he alleged.

He further alleged that Dr Prabhavathi, who examined him before producing before the court, colluded with Sunil Kumar and furnished the “falsified medical reports, stating that there were no injuries on his body.”
